USOPTE: Running Address Validation Process in Final Mode results in ERROR status

Hello,

Running the Address Validation Process in Final mode results in 'Completed with Alerts' and indicates the Status is 'Errors'. It appears that most records were processed successfully but there are also several hundred as pending. In reviewing the records via UI, we are finding most addresses were updated and Jurisdiction Cards created but there are many records which the draft mode report indicated would receive an update, usually for minor changes such as replacing 'road' with 'rd', etc., that did not update and no Jurisdiction Card was created in Final mode.

Prior to running in Final mode, we had run the Address Validation Process in Draft mode and the process completed successfully, and generated report as expected and we worked through the address issues and made corrections.
