25CError when Download the Offer Letter: The file was not downloaded or was not downloaded correctly

Summary:

We’ve encountered a critical issue across all non-production environments following the 25C update applied last week. Letters of Offer are no longer able to be downloaded or viewed due to an error message (see attached screenshot for details).

Oracle previously sent an email notification regarding this issue in 24D, which included a workaround. Although we don’t have the referenced line in our SQL, I still attempted to apply the workaround below

AND (Cand.cand_address_id=personAddress.address_id (+)). Unfortunately, the SQL errored and did not resolve the issue.

Also I tried to update the SQL using the suggestion on this customer connect post.
