Restrict access to view Job requisitions without using AOR in Oracle Recruiting

Any options to restrict the HR Advisory team's data access in ORC without using AOR so they can see all except the following?

1. Job applications of any candidate whose current assignment is under the 'Human Resources' department/organization, unless the HR Advisor is part of the hiring or offer team.
2. Job requisitions belonging to the Human Resources department/organization.

In short, unless the HR Advisor is part of the hiring/offer team, they should not be able to view any job requisition for Human Resources job applications (active or inactive) of a current HR colleague.
