Promotion submitted with wrong compensation region it should not allow to continue but not erroring

Summary:

A promotion was submitted for an employee with the wrong compensation grade that does not match the required region The system did not stop the incorrect grade from being entered, resulting in the employee’s record showing the wrong grade for their location(this issue we are facing in redwood but it was not allowing us to continue in RUI)
