How can we restrict employees from requesting Time change for previous time periods?

We have a requirement to restrict employees from entering time entries for previous time periods. Basically, we should not allow them to request any transactions as a time change request prior to set time period.

Currently, this is available for time cards through time entry profile, but not available for time change requests as a configuration

We are trying to achieve is via validations through the VBS redwood personalizations. 

We'd like to know if there are any workarounds or instructions to achieve this requirement.
