In AP invoice hold resolution approval notifications when approver adds comments needs to notify

Summary: In AP invoice hold resolution approval notifications when approver adds comments needs to notify a specific user (XYZ)

For this we tried updating FinAPHoldsResolutionApprovalErrorFyi task notification section to add new scenario for task status ( Update/Update Outcome)

with recepient as additional assignees hardcoded to specific mail id (XYZ@mail.com) but on testing its not sending any notification about the comments updated
