Empty Project dialogue box when trying to edit a Redwood page from Fusion.

Summary:

Users are getting a Select Project dialogue box that is empty when going to VBS from a Redwood page in Fusion even though they have an workspace in the project for the Fusion environment that they are in. The are not able to enter VBS as they are only presented with the Cancel option which then closes the tab.

These users have the developer role for VBS in IDCS and I see them attached to the project in the developer role. The users also have ORA_FND_APPLICATION_DEVELOPER_JOB role in Fusion. Any suggestions or what setup/configuration is incorrect or incomplete?
