Need Help creating Validation Rule for Action Date Less than Today

Summary:

We don't want to allow users to enter a Location Change Action with an effective date less than the current date. Not seeing how to create that rule in VBS since there is no less than operator and no sysdate or Today's date value option. Has anyone been able to set up a similar rule?
