IDR status blank and unable to generate email and activtate

Summary:

We have Implemented Oracle Cloud 2023 with all Financials modules. We are intended to use IDR functionality. We are not migrating from EBS to Cloud ERP. New Implementation .

I opened Manage Intelligent Document Recognition Options and select save & close option. I don't see any email being generated.

Status is blank and unable to activate.

How will I know if I've license to IDR or not ? If I have to get license , Do i need to open SR to provision License?
