Why I cant able to edit the Item after adding to PR cart

Hi Team,

Enter the Requisition details and added into the cart, Now i want to change the item. Currently cant able to edit the item in Cart Page both classic and Redwood. Why i cant able to edit the Item even it is in incomplete status.

User have the all required roles Adanced Procurement requester, Procurement Prepaprer and Procurement Requester.
