Restricting action LOV based on internal and external candidate

We are looking to restrict the List of Values (LOV) under Action field based on whether the candidate is internal or external. However, we are unable to apply this restriction under Configure Action. Is there a way to achieve this in Oracle Recruiting Cloud?
