Redwood request a position change error when budget is blank

Summary:

I am in the process of deploying the Redwood UI for Core HCM and get an error when I try to request a position change or duplicate a position where the budget amount and the budget amount currency are both blank. The error message is Error: You need to either provide both the budget amount and the budget amount currency, or leave both of them blank . (PER-1532968

The error does not occur when I do the same processes in RUI. If I duplicate an existing position which has no budget or try to update it I get the message but I am able to create a position without the budget. If I clear both fields and leave them blank I also get the error.
