Not able to hide the delete button for specific Identifier Type

Hello Expert,

We are trying to hide the delete button for specific Identifier Type in Person Identifier for External Applications, we are trying to hide it using Validation Rule in VBS but still not working. When a line manager trying to delete the existing Badge ID then there should not be delete button available.
