Redwood Validation rule - warning appearing in Manager section instead of only Assignment section

Summary:

We have written a validation rule to throw a warning message when the Position or Job Code is changed in the transfer flow. However, the warning is appearing in both the Assignment section and the Manager section. Our expectation is that it should only trigger in the When & Why or Assignment section, not in the Manager section. Even though the attribute selected in the rule is from the Assignment section, the message still shows up in Manager. Is this the expected behavior, or are we missing something in the setup to restrict the warning to the intended section only?.
