Remove the Create Interview Schedule for Collaborators

Summary:

We have created a custom Collaborator role which should not allow a collaborator to create interviews. At the requisition level, a user with role cannot add or update interview schedule templates. However at the Job Applicant Level, a user gets the option to add an interview schedule. Ideally in both cases, user should not have access to create interview schedules.
