Escalation notification not received by Data Manager who raised a request

Summary:

There is a business requirement for the requestor to receive an escalation notification if their request has not been approved. To achieve this, I added the User Group with write access as the Data Manager of the dimension, since escalation notifications are sent to the Data Manager.

During testing, I observed that escalation notifications are sent to users in that group, except for the requestor.
Does anyone know why this is happening? Is the requestor explicitly excluded from receiving the escalation notification?
