Is the Today function in property expressions based on UTC?

Summary:

I have set up a custom validation rule to prevent past dates from being entered in a property, using an expression such as: if the date input is before today, then return false.

During testing, I found that the validation rule did not trigger the error message when a past date was entered at 9am AEST (UTC+10). However, the rule was triggered when tested after 10am AEST, once UTC had passed midnight on the same day. Based on this, it seems that the Today function is based on UTC time.
