Various Redwood pages across the application occasional return the unhandled "Error response during RestAction". Especially in the HCM area.

To understand the problem the user has to open developer mode in the browser and view the actual response of the web service. Very often the web service actually gives a proper explanation on what is wrong.

The idea is for all Redwood pages to display the message from the web service to the user in all cases that the page itself doesn't have a dedicated message to catch the error. This way the end user knows what the problem is, and admins can much easier debug reported issues. In a typical BAU or Test situation the user just sends a screen shot of the error, and if there is no detail in that, we cannot help without manually trying to replicate the issue.
