Access job offer quick action for recruiter

Hi everyone,
We need some suggestions regarding duties to add to a role. We need one of our custom recruiting roles to have access to the "Manage job offer" quick action. We added the ADDRESS JOB OFFER duty, and the quick action is visible, but it's empty because the job offers our recruiter should be part of aren't displayed. Do you happen to know what other duties should be added? We know it's a core HR duty, but we'd like to add it to the recruiting role. Would that be possible?
