How to setup Approval rule to skip 1st manager, start from 2nd level

Summary:

Hello,

We have a requirement in Requisition approval workflow

• First level manager (direct supervisor of requester) should only receive FYI notification, not required to approve.
• Actual approval should start from the second level manager upwards in the supervisory hierarchy.

So far, I have tried using Approval Rules in BPM:

• Action 1: Route using supervisory hierarchy, 1 level, with action type = FYI
• Action 2: Route using supervisory hierarchy, 2 levels, with action type = Approval Required

But the system still sends approval to the first manager as an approver, not just FYI.

How can we configure Approval Management to achieve this setup?
