what privileges are needed for a background screening partner user

in Recruiting, Opportunity Marketplace

I am setting up a new user for our background screening provided integration into ORC I have assigned the privilege : “Use REST Service - Candidate Background Checks” as indicated in the documentation, however when the provide tries to connect back to our portal there is a 403 error. What additional privileges are required to make this user work?

There is no IP white listing currently on the portal.
