Restore Full Segment Details on Charge Account Hover in RSSP Page

Idea Summary: In the classic UI requisition page, hovering over the Charge Account field would display all segment values along with their descriptions. This was extremely helpful for users to quickly verify account coding without navigating away.

However, in the new Requisition Self Service Procurement (RSSP) page, hovering over the Charge Account only shows the account number, omitting the segment breakdown and descriptions.

Business Impact:
