Issue with "Enable Localization System Options" (empty dropdown in the UI).

Hello,

We are trying to enable Global Descriptive Flex fields GDF for testing purposes. Specifically Malaysia. Our understanding is that to use GDF country specific localization must be enabled for our account. We are trying to follow the instructions below:

We are having issues with step 3.

"On the Create Localization System Options page, select the business unit and then select Portugal from the Country drop-down list."

Country dropdown in the UI has no items.
