Unable to enable Enhanced Address Validation for US in a brand new implementation environment

Summary:

I am in the process of configuring a new 25C environment for HCM When trying to follow the directions in "Enhanced Address Validation for US_1.3.pdf", which tells me to "Import ORA_HCM" with the Load Geographies process. I am unable to do that as the flow requires "Data Source" which has only one default value of "Vertex".
