BIP Report - Certification File Attachment - Assemble URL for downloading attachment from report

Greetings,

During Auditing, our desire is to be able to quickly download any Certification attachments direct from the BI Report results.

I'm trying to create SQL for a BIP Report which will build a URL for the attachment of each certification record. This would allow the recipient to click the URL to quickly download the attachment.

I worked on SQL to download documents from the UCM, but I later realized that the attachments to Certifications do not reside in the UCM, rather they are in a local store ???? This would explain why I am unable to locate a dm_version_number or dm_document_id from FND_DOCUMENTS_TL for them as they are blank fields in that table .
