Learners not receiving a notification when offering is assigned

Summary:

Some learners are not receiving a notification when an offering is assigned by an admin or when the learner assigns it to themselves. This is occurring with different courses and offerings. The issue was reported recently, after 25C update.

There is no pattern that we can identify in regard to learners that receive a notification and those that do not.
