Decouple access: Learners tab vs. global “Learning Assignments” page

Title: Can we grant access to Offering → Learners without exposing the global Learning Assignments page?

Context / Need
We want instructors to manage learners inside their offerings (Learners tab), but we don’t want them to open the global Learning Assignments page.

Current behavior
The function privilege “View Learning Assignments by Administrator” appears to control both:

• the Learners tab in offerings/courses, and
• the global Learning Assignments page (menu/tile).

Tried

• Page Composer attempts to hide only that tile for the instructor role (both Job Role layer and EL on the exact commandLink). Mixed results and brittle; also there may be multiple entry points.
