WLF-00002 - Offering Definition has Changed Alert including Waitlisted users

Summary:

There is an Oracle out of the box alert (Name: Offering Definition has Changed) that sends an alert to learners when there is a change to an Offering that they're enrolled in.

This can be found under Tools -> Alerts Composer, and is used in the Learning module. The alert is triggered when an Administrator makes a change to an Offering (either changing the date/time of an Activity, or adding/removing an Activity).

The issue with this alert is that it includes all enrolled users regardless of status, including Waitlisted users. Because of this, Waitlisted users who aren't truly enrolled in an Offering will receive an email with the .ics calendar invite, which has been causing a lot of confusion.
