How can we add a validation in ORC to prevent creating a requisition when the position has no vacant

Currently, there is no validation in ORC when creating a requisition, which allows recruiters to raise requisitions even when a position has no vacant FTE; Is it possible to add validation rule so that an error message appears upfront while creation and notify the recruiter to request an additional FTE from the HR team.
