Unable to generate rebalancing recommendation

Hello,

I am trying to create a replenishment plan with the rebalance inventory function that generates Rebalancing Recommendations for me.
I have therefore created a plan for subinventory A with a min-max policy with value overrides, uploaded an external forecast for item X, and placed a quantity lower than the safety stock in on hand. The cluster included in the plan also contains subinventory B, which has a very high stock level for item X.
The system recognizes safety stock violations, stockouts, and shortages by cluster, as shown in the screenshots I am attaching.


I am therefore expecting rebalancing recommendations, but these are not being generated. I also noticed that when I access “cluster analysis by quantity” or “cluster analysis by quantity,” there are no filters to display and no data to display, as show the screen below.
