Changes to Structure to hide few quick actions is not working

Unable to disable the visibility of RUI quick actions.

Eg: In a sandbox we are trying to hide 'Personal Details' RUI quick action. We go to Me>Quick Actions>Personal Info>Personal Details>Make 'Visible' as 'No'>Save and Close>Save and Close.

Now, again navigate through the same path, Me>Quick Actions>Personal Info>Personal Details, Visibility is set back to 'Yes'

This is happening with almost all the quick actions.
