We have facing the HDL load error for Tax Withholding details just after 25C upgrade.

HDL Error-

You must provide a valid reference to the parent record. Ensure that the parent record is supplied in the same file, or has already been created.

If anyone has come across this issue and/or if this is a known bug or so -please share the details.
