Journal Approval rules not visible/available for editing in BPM

Summary: GL Journal Approval Workflow is not available for editing or creating new Rules in 25C

For FinGlJournal Approval, There is nothing showing available under the Assignee tab. Even the rules uploaded via the Spreadsheet is available for me to manage. Has anything changed from Version 23 to Version 25C?

I can see the option to Manage the Workflow Rules via Spreadsheet option but not the option to create/edit rules via BPM UI under assignee tab,
