Onboarding Process Changes

How do you manage onboarding process changes in your environment?  Do you have a method to document all the changes in staging and then replicate them in production during a scheduled onboarding outage time?  I have not come across a good method to ensure that what is tested in staging is in fact what is implemented in production and there isn't a way to copy a process from staging to production that I am aware of.  Thanks!
