Support multiple active client secrets for confidential applications

Description (Required):

You can only have a single active client secret for a confidential application. When you regenerate a client secret the previous client secret no longer works. When regenerating a client secret you should have the option to retain the existing client secret either for a defined length of time or until it is explicitly deleted.

Use Case and Business Need (Required):

After regenerating a client secret you need to update the client secret in applications that use it. This may take some time. You want the existing client secret to continue to work so that the application will not loose access.
