Additonal City taxable fields on Employee Active Balance Report post 25C Patch

Summary:

We are seeing additional City taxable fields like City Taxable, City Taxable Resident and City taxable Non Resident on Employee Active Balance report post 25C Patch.

These additional fields resulted in showing up balances for the adjustments that were made in Q2 and unable to adjust Q3 balances through TA adjustment elements.
