Pending Fullfillment Status on Course

Summary:

We have just noticed a Course is showing several learners in a Pending Fulfillment status. We do not have approvals enabled for this course. We have never had learners showing in this Status before. We do not have capacity rules set for this course and have not changed any of the default rules. The course is very common and has had hundreds of learners complete previously without issue. We now have to manually activate the assignment for learners sitting in this pending fullfillment status (which we have never had to do). Has anyone else
