How to edit Preferences section of Internal Candidate Profile?

For external candidate, the recruiter is able to edit this preference section.

How to edit Preferences section of Internal Candidate Profile? I tried logging in as employee, and navigate to Me > Career and Performance > Skills and Qualification page, but there is no preferences section. Its not even available in the configuration . The recruiter cannot even edit this section as there is not pencil icon
