in PR Requisition Approval flow an employee not coming twice as manager and additional approver

Summary:

In Setup and Maintenance > Procurement > Manage Requisition Approvals > Header Hierarchy > Edit Rules when adding action for a Rule 

If action says Approval Chain of Requester > starts with Manager 

and also we add separate action as specific worker

Now , if in approval flow, for that rule condition Manager A is there and we also added Manager A as separate action as specific worker then it just shows once in approval flow and not twice, while few months ago it was appearing twice.

As our business do have requirement sometime that additional layer of approval is required from that specific worker.
