Employee registrations before scheduling and conducting an actual session of the course?

Could you please clarify if it is feasible to create a placeholder course in the system that employees can view and enroll in? The idea is that once employees register for this course, the Learn Specialist would then schedule and conduct the actual session based on the total number of enrollments received.
