Need the ability to convert a target OCI vault replica to read/write

Description (Required):

Current vault replication locks the target as read-only, which is not functional in a disaster recovery scenario. Need the ability to convert the target replica to read/write in a recovery/failover scenario.

Use Case and Business Need (Required):

Need to recover full vault functionality in the event of a disaster. Also need to be able to fail back to source site after recovery.
