How can we restrict users from creating their own budgetary control groups?

We do not want cost center managers to be able to create budget account groups for cost centers other than their own and see other cost center's budget and consumption details on the main budgetary control dashboard. Is there a way to restrict this without SVS? Is there another solution to have someone centrally managing the creation of budget account groups and take away the "Create" access for all those with a custom budget inquiry role?
