How connect a IAM password policy to a fusion user category

Summary:

We are trying to recreate our password policies now that the IAM upgrade is complete. The migration seems to have created two password policies that replicate our existing rules. They are "ASE_USER_CATEGORY_DEFAULT" and "ASE_USER_CATEGORY_RULE_TES"; however, they do not actually specify a group in the configuration of the rule. I have not found a way to use the fusion user category as a group, and manually adding each user to a group does not seem feasible. Do we need to add groups to these policies?
