Environment refresh - date/time in UTC or preferred time zone?

The Fusion environment refresh page keeps changing. Before it was a single control where you could pick the date (from the calendar picker) and a time (from a dropdown). A recent change has now split those fields so the time is now free-form entry. While I appreciate the option to schedule at whatever minute I want (ex. 8:17 instead of 8:00), the timezone here is confusing. The box labels show my preferred time zone (Eastern Time, UTC-4), but the time field has a hard-coded UTC in it.

So am I supposed to schedule in UTC or preferred time? If I want to refresh an environment at 11:00PM on 10/1/25, would I put that, or do I need to do 3:00AM on 10/2/25?
