Hold to prevent Ship Confirm but not Pick Confirm for a Sales Order

We want to have a 'quality inspection' after Pick Confirm, but before Ship Confirm of a Sales Order.

Quality Management doesn't support Quality Inspection on Ship Confirm.

Quality Inspection does not need Inspection Plan, just needs to be a pause / hold so Quality Management team can approve before Ship Confirm.

We tried using a Pause in Order Orchestration, but we can only do it before the "Ship" step. The Ship step includes Pick, Pack and Ship.

We understand we could build something in custom using REST API, OIC, etc. But we are looking for a standard out of the box solution.
