Can freight charge be added after the order is shipped by creating revision?

Our business requirement is to add a freight charge to the sales order line after the order has been shipped, by creating a revision of the sales order. However, when I attempt to update the charge, the system does not allow modifications once the order status is "shipped." Is it possible to configure or customize the system to permit adding freight charges to sales order lines post-shipment through order revisions?
