Adding link/button/url in between the create new requisition transaction

Navigation : MyClientGroups>Hiring>Create new job requisition (In Requisition tab)

Now we have different sections starting with 'How to start' .
Our business requirement is that , can we add any url/link/button in any section that will lead us to a custom vbcs page , and on that page we can fill data in a form and that data will be saved in DB and acts as extra info about current requisition which we creating ??

Is there any Fragment / Dynamic-container , made available by Oracle for this type of requirement in requisition redwood page at VBS side ??

NOTE : However there will still be one concern even if we achieve everything , then what will happen to the data we created in DB using that vbcs page if person who is creating the requisition cancel the transaction OR save and close the transaction.
