Old Candidate profile not found as duplicate during offer

Summary:

A past employee has reapplied and is in offer stage. HCM is not recognizing previous candidate profile during 'check for duplicates'.
Have tried all variations of check available and it will not find.

I see the old candidate profile still is tagged as 'employee' and not 'ex-employee'.

Is this the issue?
