Requesters should be able to add attachments when PR is in pending approval status

We are looking for a solution to add attachments by requesters when PR status is pending approval.

We have a business case where requesters are signing documents once finance team provides the approval and they want to attach it on the PR which is in the pending status. Once the document is attached, the final approval is provided by the department head. This document attachment should not trigger approval cycle all over again. Either the approval cycle should continue from the next approver or adding attachments should be available even in the pending approval status.
