Can IDR use ship to location on invoice to select correct supplier site?

Client has multiple supplier sites with the same address. Can IDR use the Ship to Location on the invoice and compare this to the Ship to Location under Site Assignments? If so, what needs to be exact? Ship-to-Location name? Ship-to-Location address?
